Overview
The Howard County Office of Transportation conducted a Complete Streets corridor study for the segment of Oakland Mills Road from Old Montgomery Road to Snowden River Parkway. Based on initial public input, the Office of Transportation developed a draft vision statement for Oakland Mills Road:
"Oakland Mills Road shall facilitate access between residential, retail, recreational, and other destinations for users of all transportation modes, while prioritizing safety of people walking and bicycling, transit riders, and turning vehicles over the speed of drivers traveling along Oakland Mills Road."
Based on further analysis, the Office of Transportation is advancing improvements from Dobbin Road to Old Montgomery Road.
Project Details
Final Design
The draft final design for the Oakland Mills Road Complete Streets project will be posted for public review on this webpage in September 2021.
Presentation
A presentation reviewing the draft final design will be made to both:
- The Owen Brown Village Board on September 7 at 7:00 pm. The presentation will begin about 7:10pm. The in-person meeting is open to the public and will be held at Owen Brown Community Center, 6800 Cradlerock Way, Columbia, MD 21045. Please email the Village Board at [email protected] if you plan to attend.
- The Oakland Mills River Village Board on September 14 at 7:00pm. The virtual meeting is open to the public. The agenda (with the timing of the presentation) and zoom link will be available 5 days prior on the Village Board website, www.oaklandmills.org.
Public Comment
The public can provide comments to the Office of Transportation by emailing [email protected] with the subject "Oakland Mills Complete Streets Project" by September 28. Any comments made by that date will be considered in the final design.

Community Meetings for Initial Study
October 2019. The Office of Transportation held an open-house style community meeting at Christ Episcopal Church on October 30, 2019 to present concepts developed through the Oakland Mills Road Complete Streets Study.
The following materials were presented at the meeting:
January 2019. The kickoff meeting, entitled "Envisioning Oakland Mills Road," was held on January 9, 2019 in the Great Hall of Christ Episcopal Church, 6800 Oakland Mills Road (at the intersection with Dobbin Road). At the meeting, County and consultant staff presented preliminary data about Oakland Mills Road traffic and safety, and members of the public marked up a corridor map with comments and concerns.

In addition, a survey and questionnaire about transportation preferences and challenges on Oakland Mills Road garnered over 40 responses, which will guide the development of a vision statement and concept proposals. Click here to view a summary of the input received.
