Q: The Butterfield Stage Road median construction between Calle Chapos and Rancho California Road in Temecula has been underway for months with long periods of inactivity, said Temecula resident Phyllis Bettelheim. She asked why this is taking so long and when it’s expected to be completed.
A: The median landscaping work is being done by the developer of Sommers Bend, the large new residential community in wine country, said Patrick Thomas, Temecula’s Public Works director. The work is moving forward and it also involves the Rancho California Water District, to coordinate the construction of the irrigation infrastructure needed for the plants in the medians.
Ron Moreno, a civil engineer with the city of Temecula who is involved with this project, said a meeting between the city, developer and water district was scheduled for early January and the various entities are working on the schedule to complete the median project and landscaping. Moreno said construction is tentatively set to be completed by April or May and this includes a “plant establishment” period. “Once the median is complete, any planting that was done such as shrubs, flowers, etc., must be demonstrated to stay alive and be established before the city will accept the median,” Moreno explained.
Q: Dennis Houser complained about what he called “an absolute traffic nightmare” at the intersection of Reche Canyon Road and Washington Street in Colton, any regular business day, from about 4 p.m. until about 5:30 pm. “Motorists turn this intersection into a free-for-all, turning from improper lanes, gridlocking the intersection, and rolling through the red lights. Colton PD spent a total of about five days there over two weeks and have not been back since.” Houser asked if the city had any solutions.
A: Over the past couple years, Reche Canyon Road has become a commuter shortcut between the Colton area and Moreno Valley. Colton City Manager Bill Smith agrees with our reader that this intersection is what Smith called “one of our most challenging intersections in Colton.” He said the city is aware of the traffic problems there and has short-term and long-term plans to address them.
“In the short-term, we are actively working on better signal synchronization of this intersection, along with all of those around it. Once completed, this should help with congestion issues, although it is unlikely that this will completely eliminate the problem,” Smith said. “In the long-term, the city is actively pursuing a project to realign Reche Canyon Road to hopefully address multiple issues, including this one. This is a long-term project which is scheduled to complete the design and environmental phases later this year.”
From a police enforcement standpoint, Smith said this intersection is on the Police Department’s regular enforcement rotation, but the city nor the Police Department have resources to devote all their time to this intersection. “However, we will continue to try and be out there as much as possible,” Smith said.
Free rides
Finally, to mark Transit Equity Day, the San Bernardino County Transportation Authority is offering all riders free bus and train fares on Feb. 4 with the various transit providers operating around the county. Transit Equity Day gives all riders a break from paying fares and offers people a free opportunity to try local public transportation. All five of the county’s local bus systems are participating: Omnitrans, Victor Valley Transit Authority, Mountain Transit, Morongo Basin Transit Authority, and Needles Area Transit.
Transit Equity Day is celebrated worldwide on Feb. 4 to mark the birthday of Rosa Parks, who refused to give up her bus seat to a White passenger in 1955, launching a local bus boycott in Montgomery, Ala., that led to transit systems becoming more equitable. “In addition to celebrating Parks’ memory, Transit Equity Day gives the opportunity to focus on how public transit systems make our communities more connected and accessible for everyone,” said SBCTA Board President and San Bernardino County Supervisor Curt Hagman in a news release on the SBCTA website https://www.gosbcta.com.
