MUSKEGON, MI – A “unique” entertainment complex with bowling, golf simulator, arcade games and, of course, beer is planned for a prime location in downtown Muskegon.

A co-owner of Pigeon Hill Brewing Company recently gave the Muskegon City Commission a sneak peek of the company’s plans for its former production facility on West Western Avenue.

Speaking in support of a tax exemption Tuesday, Sept. 14, Joel Kamp said Pigeon Hill will partner with Brunswick on the project inside what once was a bowling alley.

“We believe this project will have a substantial positive impact on our community by planning a unique entertainment hub in the center of our downtown,” Kamp told commissioners.

The 9,500-square-foot facility at 441 W. Western Ave. is next to the Frauenthal Center for the Performing Arts and across from the Delta by Marriott hotel near the downtown convention center. Work has already begun to remove the building’s dated stucco façade.

The $650,000 investment will transform what had been Pigeon Hill’s beer production facility before it opened its new location at the corner of Shoreline Drive and Fourth Street in 2019. This week, the Pigeon Hill taproom inside the Noble Building at 500 W. Western moved into a “Brewer’s Lounge” at the Shoreline Drive site.

The Brewer’s Lounge has kitchen facilities and is serving lunch with plans to add dinner service, Kamp told commissioners. The prior taproom didn’t serve food, though patrons could bring in food from nearby eateries.

The planned restaurant and taproom at the West Western location will be in addition to the Brewer’s Lounge, Kamp said.

Plans also call for six lanes of duckpin bowling, dart boards, a golf simulator, arcade games, an ice cream shop and meeting and event space, Kamp said.

Designs for the facility, which Kamp called “high-end” and “really cool,” have not been finalized, he said.

The site previously was the location of the Club Envy and Spotlight night clubs and Brunswick Lanes bowling alley.

Commissioner Ken Johnson moved, and commissioners agreed, to grant Pigeon Hill a 10-year commercial facilities exemption certificate. That certificate freezes the taxable value of the building and exempts new real property investment from local taxes.

Pigeon Hill will be required to complete the project within two years.

“We’re looking forward to regeneration and life on the street where there was a dead wall,” Mayor Steve Gawron said.

The commission last month rescinded, at Pigeon Hill’s request, a 12-year industrial facilities tax exemption certificate that had been granted six years ago for the portion of the building used for production. Plans had been to turn the remaining space into a taproom, but Kamp said the COVID pandemic put those plans on hold.

Johnson said he was pleased with the new plans for the building.

“It’s a better use you’re pursuing there for 441 Western Avenue -- active retail space -- that’s for sure,” Johnson said. “It’s nice that it’s coming full circle with Brunswick coming back to that space.”
